In Zurich, William Kessler-Latta (Billy) addresses the board of Gilmer/Bailey, discussing the companys rapid growth over the past ten years, becoming the second largest business in its industry on the European continent. He then declares their growth has plateaued, and tells them that he is the future of the company. Before he can elaborate on his plans, there is an explosion and subsequent fire in the building. Billy leads them to safety, recognizing that the closest stairwell is filled with smoke, and sending the evacuating employees to the northwest corner. He stops to help a woman who has twisted her ankle, but that woman turns out to be G.I. Joe operative Ronin.
Elsewhere, Flint and Chameleon are on a commercial flight to Alexandria, Egypt, which Chameleon finds excruciating, due to a crying infant, a broken seatbelt, and a general distaste for public mingling. She complains to Clockspring over the phone as she disembarks, but he assures her it was necessary as Cobra would shoot down any military craft that was spotted. Chameleon thinks theyre walking into a trap anyway, so it shouldnt have mattered, but Firewall tells her she wants her to learn to interact with the human race better.
Ronin brings Billy, unconscious, to the boarded up bar that she and Lady Jaye are using to hide out. Lady Jaye chastises her for using a stolen ambulance for transport, and tells her to return it, which she grudgingly agrees to do. Ronin tells Lady Jaye she believes Billy to be a good guy, due to his leadership in getting people out of the burning building. Lady Jaye tells her to wake him up so they can interrogate him.
Flint and Chameleon arrive at the building they came to Egypt to stake out. Clockspring informs them that the companies that rent space there are all shell companies, and that the third floor is unoccupied,
but uses over half of the buildings power for refrigeration and security systems, which indicates theyre storing something there. Chameleon asks for the Intel theyve gathered so far from electronic tapping, but Clockspring replies that it is Flint and Chameleon who are gathering the Intel, as G.I. Joe no longer has the resources for the kind of Intelligence shes used to. Chameleon is not happy with this situation, but as Flint starts laying out a plan, she recognizes a Cobra saboteur, Firefly, getting out of a van. Flint tells her to follow him, while he inspects the van, discovering it to be full of explosives.
Chameleon pursues the saboteur through a crowd, catching up with him and beating him with her shoe, while Flint drives recklessly through the streets with the vanload of explosives. Firefly fights back against Chameleon, recognizing her as a Cobra traitor. He says he wasnt expecting G.I. Joe, and was setting bait for Blacklight. He pulls a knife, but a passing motorist slams into him with his car. Flint drives hurriedly toward the bay, unsure how much time he has, and drives over the side of a bridge and into the water.
Chameleon hears the explosion, worried that Flint died in the conflagration, but Flint had time to swim to shore before the twenty minute timer went off. Hes somewhat surprised that Chameleon beat the saboteur so thoroughly. He calls Clockspring, and tells him to start the ball rolling so they have access to the prisoner once the Egyptians take him into custody.
Ronin wakes up Billy, and they interrogate him about his father. He says his father is Christopher Latta III, but Lady Jaye says she knows he was adopted, and she wants to know about his biological father. He doesnt believe that theyre part of American special forces, and he refuses to talk, not wanting to be a pawn in his fathers game. The lights go out and Billy believes it is part of their mind games, but neither Ronin nor Lady Jaye know what is going on, as an armed man aims his pistol at them in the dark.
